Shutter DAO 0x36: Advancing Onchain Privacy Means Putting Decentralization First
Shutter Network is an open-source, decentralized protocol built to protect onchain privacy. The DAO that governs this important tech uses Decent to govern because of its modular design, ease of use, and close advisory with the team as their needs evolve. We want to celebrate the onchain work they do and help other DAOs get a better idea of how they can use Decent to govern at startup speed.

Decent is a modular, secure governance app for teams building critical infrastructure like Shutter
Open-source privacy tech like Shutter demands a secure, modular governance model. Shutter is on Ethereum mainnet. The treasury is managed on a mainnet Safe, governed by $SHU tokenholders.
The Decent app has empowered Shutter DAO to manage these funds using Safe’s underlying architecture to secure funds and protect governance. The DAO uses a combination of onchain and offchain voting methods.

Shutter uses subDAOs on Decent to make voting for smaller proposal funding faster with Kleros
#21 Creation of a SubDAO with On-chain Execution for Shutter DAO
Shutter utilizes Decent’s ability to create parent Safes and child Safes to establish subDAOs.
To balance the need to protect funds with the need to move faster to deploy treasury for smaller projects, Shutter voted to create a subDAO on Decent with an integration to Kleros, an onchain dispute resolution platform.
This subDAO leverages Snapshot for offchain voting. This allows for gasless voting for onchain transactions under $50K. Transactions over this amount go to the parent/primary DAO for onchain mainnet votes. The parent can freeze or clawback funds from this subDAO at any time should the need arise.
Shutter DAO has Safes on other chains including Optimism and Gnosis Chain. We’re working with the team to extend parent-child relationships to these cross-chain Safes as well. With the ability to veto or clawback funds from cross-chain Safes, teams like Shutter can leverage Decent regardless of whether they are on Ethereum mainnet, L2s, or a combination.

$SHU tokenholders delegate votes to ensure their voice is heard
DAO delegates are critical to onchain governance, particularly for ERC-20 governed DAOs. These delegates are granted the right to vote with tokens held by other wallet addresses. Tokenholders can delegate their vote to the representatives that support their beliefs and views on the direction the DAO should take. With Decent, $SHU tokenholders can delegate their vote to these experienced representatives to ensure their vote is counted.
